Assistant Director of Human Resources
Reporting Relationship: Director of Human Resources
Position Overview:
The Assistant Director is responsible for assisting the Director in the oversight, planning, and management of all areas of responsibility (recruiting, compensation, benefits, EEO compliance, employee relations, payroll, and performance management; managing performance of the HR staff and ensuring staff growth and development, etc.). The Assistant Director supervises the day-to-day functions of the Human Resources Office in coordination with the Director.
Responsibilities:
- Administers the University’s benefit programs including; health, dental, vision, and life insurance, disability, retirement, workers’ compensation, unemployment compensation, tuition, and flexible spending.
- Conducts individual benefits enrollment meetings, and retirement consultations, and acts as an employee advocate in the resolution of claims.
- Develops strategic communications for plan changes and open enrollment, and establishes sound procedures for the administration of benefit programs.
- Prepares and submits timely reports required by law to be filed with federal and state agencies, and coordinates and prepares various reports related to benefits programs for internal purposes.
- Participates in benefit surveys, and conducts other benchmarking research to ensure benefit programs are current with regard to trends, practices, and costs.
- Ensures compliance with HIPPA, federal, and state laws.
- Assist the Director in investigating employees’ grievances and recommend appropriate action.
- Collaborates with managers and supervisors in the interest of employee relations as necessary.
- Supervise the schedules and workload of other hourly office staff, student employees and temporary employees.
- Assists the Director with the management of vendor relationships as well as maintaining external vendor agreements, and reconciles payments to vendors.
- Oversee the maintenance of the filing system for the HR office, to include all university personnel files.
- Coordinates requests for employee data for any university department, organization or office that requests such information.
- Assist the Manager of Training and Development & Employee Engagement with the development and implementation of new hire orientation programs.
- Assists in the recruitment, on-boarding, and the retention processes for administrative, faculty and staff employees.
General Responsibilities:
- Conducts special projects, as assigned by the Director.
- Collaborates with and supports the work of the HR staff.
- Other duties as assigned.
Knowledge Skills and Abilities:
- ADP Payroll, Time & Attendance, HR & Benefits software preferred
- Microsoft Office software
- Strong analytical ability
- General knowledge of principles and practices of human resources management.
- Strong interpersonal communication skills, attention to detail, strong organizational skills, and the ability to work cooperatively as a member of a team
Requirements:
Bachelor’s degree or equivalent required. Two - three years of human resources experience within a higher education setting, and a PHR or CEBS certification preferred. Thorough knowledge of health, welfare and retirement plans, and a strong understanding of ERISA, HIPAA, COBRA, FMLA, and applicable federal and state laws. Strong analytical ability, customer service focused, ability to meet deadlines, and highly organized. Must be self motivated, and possess the ability to effectively communicate with all levels and across organization, and with external vendors. Ability to maintain a confidential work environment, including handling issues with discretion and good judgment.
